Does a Scout take a Fog of War card for tiles it enters that are already scouted?
The designer confirmed Scouts can always move two and that scouted tiles are passed through freely.

No. Each tile the Scout enters that does not already carry your marker gets a scouted marker and costs one Fog of War card to your discard pile; tiles already scouted or controlled by you cost nothing. A Scout can always enter an unscouted tile, and one placed back on the board from its spawn can move its full two tiles.
