Can I use Control just to flip an enemy's control marker back to scouted, without taking the tile?
The designer ruled this out several times.

No — Control is a single all-or-nothing action: it flips your marker to controlled and the enemy's marker to scouted together. There is no way to leave a tile neutral. It also cannot be taken at all while any enemy counter is on the tile.
