Can a Scout use Recon or Conceal if it is suppressed or its counter is off the board?
The rulebook says to place a missing counter before acting, and that suppressed units cannot act.

Playing the Scout card with its counter off the board places it on the spawn marker first, so it can then use any action, including Conceal. A suppressed Scout cannot act: playing its card only flips it back up.
