Yes. Gearlocs, allies and Baddies can all occupy a wrecked space; the only restriction is that a Gearloc pays 1 extra Dex to move onto it. Baddie movement isn't affected. Repairing wreckage mid-battle is rare: some loot can do it, and one encounter. The raft is fully repaired at the start of each new battle.
