Do I need to declare a Target if I'm not rolling Attack dice, and can I roll Defense without one?

Declaring a Target is best practice since some Backup Plans and skills need one, but you can skip it if nothing you do requires one (for example Gasket when not rolling Atk dice). Units can roll Defense dice without a valid Target, but can't roll Atk dice or resolve skills that need a Target. A Baddie that can't roll Atk dice still moves and rolls Defense.
