Can a Gearloc in the water spend Dex, and how much does boarding the raft cost?

Not while stuck in the water: a Gearloc on a Krelln starting position can't spend Dex until it boards the raft, so it can't roll dice that cost Dex; already active Defense dice still work. Boarding costs +1 Dex on top of the normal 1 Dex of movement (3 Dex total with wreckage on the destination). Stanza can only vamp or exhaust songs in the water.
