Baddie initiative comes from the number on its chip, not a roll; Gearlocs roll theirs. Ties involving a Gearloc are the party's choice, and ties between Baddies go to the lower lane number. Initiative boosts from equipment only matter when the Baddie is placed at set-up, not for Baddies entering later.
