Reprogram rerolls all directive dice rolled that turn, not those still in the Skills Area, and not any locked into your Backup Plan. Energy Arc dice from different sources, such as Blitz and Aggro, are applied individually and never combine. Players add that Energy Arc 1 can hit any adjacent unit, not only your Target, and that dice without the word "target" need no target.
