How does Gasket's Hydro Valve work?

You must roll the Hydro Valve to roll any dice; with zero Hydro you still roll it and simply take 1 True Damage at Start of Turn. Players add that Hydro-cost skills need the Hydro spent and that the green Bone goes in the leftmost Backup Plan slot and resolves immediately. If Gasket is forced to resolve his second Backup Plan option, both dice are removed but he gets no benefit.
