No. Duster is a Melee-Ranged Gearloc but can only target adjacent Baddies. Players report that her Throwing Knives can also hit a second Baddie that isn't your target, and that her Backup Plan, which doesn't use her Target, can hit even an Untargetable Baddie like Kollossum.
