Components

  • 4 Downtown tiles (front/back)
  • 2 Initial Contract tiles (front/back)
  • 25 Contract tiles
  • 54 City tiles
  • 54 Victory Point tokens (14 × 1, 16 × 3, 10 × 5, 8 × 10, 6 × 25)
  • 4 Boat tokens
  • 80 Floor tokens (20 × 4 colors)
  • 1 First Player token
  • 4 Player boards

Setup

  1. Place one Initial Contract tile in the center of the table, using the side of your choice.
  2. Randomly choose which side of each Downtown tile to use. Arrange them as you like, around the Initial Contract tile. This downtown area and the City tiles added to it later will form the city.
  3. Shuffle the City tiles and stack them face down to create a draw pile, placed to the side of the play area.
  4. Shuffle the Contract tiles and stack them face down to create another draw pile, placed to the side of the play area. Reveal the top three tiles from the Contract draw pile.
  5. Place the Victory Point tokens to the side of the play area.
  6. Each player randomly receives a Player board.
  7. Choose a color and take:
    • 20 Floor tokens, which you place in the designated spaces on your Player board.
    • 1 Boat token, which you keep in your play area.
  8. Randomly determine the first player, who receives the First Player tile to keep in their play area.
  9. Each player receives a number of Victory Point tokens based on the number of players and their position in turn order, following this table:
1st Player2nd Player3rd Player4th Player
2 Players50--
3 Players520-
4 Players5310

NOTE: During the game, keep your Victory Point tokens hidden.

  1. Draw a City tile and keep it face down in front of you. You may look at it at any time.

Game Overview

On your turn, expand the city by adding tiles and then place Floor tokens to gain majority control over the tiles. The player with the most Victory Point tokens at the end of the game wins.

Gameplay

Starting with the first player and proceeding clockwise, each player takes their turn until one player triggers the end of the game (see End of the Game).

On your turn, perform the following steps in order:

  1. Expand the City
  2. Build
  3. Build or Place a Contract Tile
  4. Navigate
  5. Draw a City Tile

1. Expand the City

Place the City tile you have, connecting it to the city.

Placement Rules

  • You must place your tile so that at least one of its sides touches the side of an existing tile in the city.
    • Valid placement: the tile touches the side of another tile.
    • Valid placement: the tile touches the sides of multiple tiles.
    • Invalid placement: the tile does not touch the side of any tile.
  • The tile you place must extend at least one of the city's canals.
    • Valid placement: the tile connects to at least one canal in the city.
    • Valid placement: the tile connects to several canals in the city.
    • Invalid placement: the tile does not connect to any canal in the city.
  • All canals must either connect to other canals or face an empty space. You cannot create dead ends.
    • Valid placement: each section of the canal on the tile is either connected or faces an empty space.
    • Valid placement: all canals on the tile are connected.
    • Invalid placement: the tile creates a dead end.

2. Build

You must place one of your Floor tokens on a valid constructible space in the city by following these two steps:

  1. Take the first available Floor token from your Player board, starting at the top left and proceeding along the indicated path.
  2. Place it on a valid constructible space on the quay of a canal you have just extended. Valid constructible spaces are:
    • Foundations space (see the illustration beside this step).
    • Constructible spaces where you have already placed one or more Floor tokens. There is no limit to how many Floor tokens can be stacked on the same space. Important: A building consists of Floor tokens from only one player!

Once placed, the Floor token creates or raises a building.

Example: You play the City tile indicated by the arrow. Since you are extending canals A and B (in blue), place your Floor token on a green constructible space on the quay of either canal. Red constructible C space is invalid because it is not on the quay of canal A or canal B.

Illustration caption: "A Foundations space."

3. Build or Place a Contract Tile

You must now either place another Floor token or a Contract tile on a valid constructible space in the city. However, this time it must be placed on a quay of a canal perpendicular to the one extended during the action 2. Build of this turn, where you just placed a Floor token. If you placed this first Floor token adjacent to two canals, choose the one whose perpendiculars suit you best.

Example: In the first step, you placed your initial Floor token on a quay of the dark blue canal. You must now place another Floor token or a Contract tile on a constructible space of a quay perpendicular (in yellow) to the blue canal. Red spaces are invalid. Space A is also invalid because you cannot place two elements on the same City tile during the same turn.

IMPORTANT: You cannot place both elements (Floor token and then Floor token, or Floor token and then Contract tile) on the same City tile during the same turn.

If you decide to place a second Floor token, follow the same two steps as for the first Floor token (see 2. Build).

If you decide to place a Contract tile:

  1. Choose one of the three visible Contract tiles (see Contract Tiles).
  2. Place it on a Foundations space.
  3. Immediately score the Victory Points it grants you (refer to Contract Tiles), and take the required Victory Point tokens. Once this is done, flip the Contract tile face down.
  4. Reveal a new Contract tile so that three are visible at the end of your turn.

If there are no more Contract tiles, you cannot place one.

Scoring a Contract Tile

A Contract tile awards Victory Points:

  • Only to the player who places it.
  • Based on the tile it is placed on and the eight tiles that surround it, if any. See Contract Tiles for detailed scoring rules for different tiles.

4. Navigate

Placing your 6th Floor token unlocks your Boat token, which must then enter the game.

Your boat enters the game on the outskirts of the city, on a City tile with a non-connected canal. As soon as it enters the game, your boat may stop on the first City tile if it is free of any opposing Boat tokens, or it may continue its movement as explained below.

Example: Continuing with the previous example, if you are allowed to turn once, the City A tiles also become accessible. And if you are allowed to turn twice, the City B tiles also become accessible.

Placing your 13th Floor token immediately grants your boat the ability to make one turn maximum during its movement. Placing your 16th Floor token immediately grants your boat the ability to make two turns maximum during its movement.

Moving

At the end of each turn, you must move your boat to another City tile, following these rules:

  • To leave the tile where your boat is currently located, choose any of its canal segments and move your Boat token into it.
  • Your Boat token must move in a straight line along this canal and cannot turn into a perpendicular canal or change direction during its movement.
  • Structures in the center of City tiles (marked with values 2, 3, or 4) are not obstacles for boats; they span the canals.
  • Your boat can pass through a City tile occupied by another boat but cannot stop there.
  • There is no distance limit to your movement.
  • If your boat cannot move, leave it in place (this is rare).

Example: Your color is Yellow. At the end of your turn, you must move your boat (in the top right corner) in a straight line from its starting tile (not necessarily its original canal!). You can move your boat to tiles A because a straight-line path using canals exists starting from tile B. You may pass through tile C, but you cannot stop there as an opponent's boat is present. You are required to leave tile B. Tiles D are not accessible via a straight-line canal. Finally, tile E is indeed in a straight line from tile B, but there is no straight-line canal from B to reach it.

Effects

Your boat can pass through a tile and pick up one of your Floor tokens to move it to its destination tile, provided the moved Floor token can be placed on a constructible space there.

Example: Your boat moves from left to right. It picks up a Floor token on A and moves it to B, where it stops.

Your boat can help you score points at the end of the game (see End of the Game).

When your boat is stopped on a tile, other players cannot:

  • connect a new tile to it,
  • place a Floor token or a Contract tile on it,
  • pick up one of their Floor tokens to move it with their boat.

5. Draw a City Tile

At the end of your turn, draw the top City tile from the draw pile and keep it face down. You may look at it at your convenience.

End of the Game

The end of the game is triggered as soon as a player places their last Floor token. Once the last player finishes their turn, proceed to the final scoring.

Final Scoring

The following scorings may grant you additional Victory Points, which are added to those earned at the start and during the game.

City Tiles

Score each City tile individually. They grant Victory Points equivalent to the value shown at their center (2, 3, or 4).

The player with the tallest building on the tile scores the Victory Points. In the event of a tie for a City tile's scoring, the tied player with the most Floor tokens on the tile wins.

Important: In this case only, if your Boat token is on the tile, it adds 1 to your total Floor tokens on that tile.

If the tie persists, no one scores the Victory Points.

Building Valuation

A building is valued if it is "pointed to" by at least one fountain. Each Floor token earns 1 Victory Point for every fountain pointing toward it.

Example: Here, the building earns 6 Victory Points; 3 Floor tokens valued twice each.

Initial Contract Tiles

Score points from the Initial Contract tile (at the center of the City Center tiles):

  • If you have the tallest building in play, on any City tile, score 7 Victory Points. In case of a tie, no one scores.
  • If you have the most Floor tokens in the City Center (the four initial tiles), score 5 Victory Points. In case of a tie, no one scores.
  • If you have a building with 5 or more floors, on any City tile, score 6 Victory Points. This scoring is accessible simultaneously to all players.

Player Board

Your Player Board has unique scoring. You benefit from it if you manage to build the Floor token on the corresponding space.

  • Choose a line (even a discontinuous one) of City tiles and score 1 Victory Point for each tile where you have built at least one building.
  • Score 1 Victory Point for each City tile worth 2 that you were able to score.
  • Score 2 Victory Points for each of your buildings with at least 2 Floor tokens.
  • Score 3 Victory Points for each of your buildings valued twice, regardless of the number of floors.

If you built the last Floor tokens from your Player Board, score the Victory Point tokens associated with the cleared spaces (+1 or +2 Victory Points).

Example: You score 1 Victory Point. You did not clear the final space on your Player Board and thus do not score the additional 2 Victory Points.

NOTE: The "neutral" side is used in the family version of Tolleno (see the separate rules sheet).

After adding up all Victory Point tokens, the player with the highest score wins the game. Any ties remain unresolved.

Contract Tiles

Contract tiles are colored by background. Each group of scoring applies as follows:

  • Tiles with a green background: scoring related to Contract tiles, City tiles, and their constructible spaces, regardless of players.
    • 1 Victory Point per visible Foundations space.
    • 1 Victory Point per City tile with no visible Foundations space remaining.
    • 1 Victory Point per placed Contract tile, including this one.
    • 1 Victory Point per City tile without a Contract tile.
    • 1 Victory Point for each empty Foundations space on a City tile.
    • 1 Victory Point per value 2 City tile.
    • 1 Victory Point per value 3 City tile.
    • 2 Victory Points per value 4 City tile.
  • Tiles with a blue background: scoring related to your buildings and Floor tokens.
    • 1 Victory Point per City tile with at least one of your buildings, regardless of height.
    • 1 Victory Point per City tile where you have no buildings.
    • 1 Victory Point for each of your buildings with at least 1 Floor.
    • 2 Victory Points for each of your buildings with at least 2 Floors.
    • 2 Victory Points per unique height among your buildings.
    • 3 Victory Points per tile with at least two of your buildings.
    • 4 Victory Points for each of your buildings with at least 3 Floors.
  • Tiles with a white background: scoring related to other players' buildings and Floor tokens.

* The star in parentheses is scored only in two-player games.

REMINDER: A Contract tile awards Victory Points only to the player who places it, based on the tile it is placed on and the eight tiles that surround it, if any.

  • 1 Victory Point * per opposing building on value 2 City tiles.
  • 1 Victory Point * per opposing building on value 3 City tiles.
  • 1 Victory Point * per opposing building on value 4 City tiles.
  • 1 Victory Point * per unvalued opposing building.
  • 1 Victory Point * per opposing building with at least 2 Floors.
  • 1 Victory Point * per pair of opposing Floor tokens, regardless of color.
  • 2 Victory Points * per tile with at least two opposing buildings.
  • 2 Victory Points * per opposing building valued at least once.
  • 2 Victory Points * per opposing building valued twice.
