Number of Game Components

The only game components that are limited are the 6 workers available to players. Money and goods are limitless. If goods run out, use the back side of the chits to indicate 3 of that good.

Goods

Goods are divided into 3 categories.

  • Basic goods:
    • Wood
    • Stone
    • Brick
  • Intermediate goods:
    • Tar
    • Concrete
  • Advanced goods:
    • Steel
    • Glass

The categories of goods indicate approximately when these goods appear in the game. Level 1 Factories produce mainly basic goods, few intermediate goods, and no advanced goods. Conversely, Level 3 Factories produce more Advanced goods and few intermediate and basic goods.

Set-up

Each player picks a color and receives the following in that color to start.

  • 1 reference sheet
  • 2 cubes
  • 4 workers
  • $6K in money

Place the 2 additional workers for each player on the board near the Train Worker space.

Take the 42 Factory and 42 Business cards. In a 3-player game, remove all cards with 4, 5, or 6 gold balls in the top right corner of the card from both decks (leaving 21 Factory and 21 Business cards). In a 4-player game, remove all cards with 5 or 6 gold balls in the top right corner of the card from both decks (leaving 28 Factory and 28 Business cards). For a 5-player game, remove all cards with 6 gold balls in the top right corner of the card from both decks (leaving 35 Factory and 35 Business cards). For a 6-player game, use all 42 Factory and all 42 Business cards.

Separate the Factory cards into 3 levels (as indicated on the backs of the cards), and shuffle each level separately. Place the shuffled level 3 Factory cards face down in a stack, with the level 2 Factory cards above, and the level 1 Factory cards on top of the stack. Do the same with the Business cards.

Place the goods on their appropriate spaces. Place 1 Wood, 1 Brick, 1 Stone, and $1K on the Goods area of the board in the appropriate spaces.

Shuffle the Corporate Strategy cards and place the deck on the board in the area indicated. Deal 3 Corporate Strategy cards to each player. Each player must choose 1 card to keep, placing the other 2 cards face down on the bottom of the Corporate Strategy deck in any order. These cards are end game condition cards and are to be kept secret from your opponents.

Tip: Corporate Strategy cards should help guide your actions, but should not be your only focus. You will want to diversify in order to better your chances of winning the game.

Place the Temporary worker on the game board in the "Temporary Worker" space.

Place the money and loan chits on or near the board in easy reach.

Place the Turn Indicator on Year 1921.

Randomly select the player order and place one cube for each player on the game board in the Player Order spaces. Place the other cube for each player on 0 of the scoring track.

Anatomy of a Card

  • Only one worker can be on a Factory (exception: see Union Bribe below). Any number of workers can be on a Business.
  • Type of card (Factory or Business).
  • Indicator for number of players (the gold balls in the top right corner, used at set-up).
  • Cost to build (in the top left corner). The cost of a building is equal to its level.
  • Upkeep (shown in the upper right area of the card).
  • Level of card (also on the back).
  • Goods produced (Factories) or goods needed to sell (Businesses), and the set of goods needed to sell.
  • Victory points for building (lower left corner, worth VP when the building is purchased).
  • What you get for selling this set of goods (Businesses).
  • Types of goods on this card, and the Building Upgrade indicator, shown along the bottom of the card.

Tip: It is a good idea to let each new player look through the Factory and Business card decks before their first game to see what may be available for purchase later!

Additional Symbols on Cards

In addition to the 7 goods, there are a few additional symbols which can be on Factory or Business cards.

  • Any Basic good. The player may choose Wood, Stone, or Brick.
  • Any Intermediate good. The player may choose Tar or Concrete.
  • Any Advanced good. The player may choose Steel or Glass.
  • Any Producible good. Once all workers have been placed, the player may choose any good which could be made by a Factory (has a worker on it) on this turn.

Tip: Use the icons along the bottom of a card to tell what goods it has.

Example: Tara placed a worker on the Factory with 1 producible good. Of all the other Factories in the game, workers are only on Factories which produce Wood, Brick, Tar, and Concrete. Tara can choose to produce 1 Wood, 1 Brick, 1 Tar, or 1 Concrete. She cannot choose to get Stone, Steel, or Glass. Even if there are Factories which could produce Stone, Steel, or Glass, those goods can not be produced if there are no workers on those Factories.

Example: Marc placed a worker on the Factory with 2 producible goods. Of all the other Factories in the game, there are only workers on Factories which produce Wood, any Basic good, or Tar. Marc can choose to produce 2 Wood, 2 Stone, 2 Brick, or 2 Tar. They must be 2 of the same good. Because he has the option of any Basic good, he can choose to get 2 Brick even if the player who placed a worker on that factory chooses a good other than Brick.

Building Upgrades

Only one Building Upgrade chit may be placed on a building stack, and may not be moved to another building after it is placed. The Building Upgrade chit "travels up" the stack, and a future Factory or Business on the stack benefits from the upgrade. Each Building Upgrade chit is worth 1 victory point, and should be scored when the chit is placed.

  • Factory Upgrade: When placed on a Factory, the Factory produces 1 single additional good of any type of good that it produces.

Example: Mary has a Factory that produces 1 Wood and 1 Stone. She places a Building Upgrade chit on it. When a player places a worker on this Factory, it produces either 1 Wood and 2 Stone, or 2 Wood and 1 Stone, player's choice.

Example: Glenn has a Factory that produces 1 Intermediate good (1 Tar or 1 Concrete). He places a Building Upgrade chit on it. When a player places a worker on this Factory, it produces either 2 Tar or 2 Concrete, player's choice. It would not produce 1 Tar and 1 Concrete.

  • Business Upgrade: When placed on a Business, any goods sold earn 1 additional dollar or VP, per the Business.

Example: John has a Business that allows for 1 Wood and 1 Brick to be sold for $3K or 3 VP. He places a Building Upgrade chit on it. When a worker is placed on this business, goods can be sold for either $4K or 4 VP.

Example: Nancy has a Business that allows 2 Stone to be sold for $4K. She places a Building Upgrade chit on it. When a worker is placed on this business, goods can be sold for $5K, but not for 1 VP.

Order of Play

Titans of Industry takes place over 7 years (turns). Each turn is divided into 5 phases, as follows.

  1. Purchase Buildings
  2. Place Workers
  3. Resolve Worker Placement
    • A. Receive resources from Factories, and Goods area on board
    • B. Use Businesses, and Services area on board
    • C. Receive items for next turn from Advances area on board
  4. Pay Upkeep (1923, 1925, and 1927 only)
  5. Cleanup and Maintenance

Each phase, players will go in player order. Resolve each phase for all players before moving on to the next phase.

1. Purchase Buildings

Take a number of Factory cards from the top of the deck equal to the number of players, and place them face up on the table (i.e. in a 4 player game, turn the top 4 Factory cards face up). Do the same with the Business cards. These are the buildings available for purchase to be built this turn.

The player first in turn order selects a Factory or Business to be built and pays the cost indicated, or may pass. The cost of the building is equal to the level, so for example a level 1 building costs $1K. Pay this money to the bank, and add the VP of the building (lower left corner of the card) to the player's score. The player in second position then has the opportunity to purchase, followed by the third, fourth, fifth, and sixth player. Once the player in last position has purchased, play continues around to the first player, who has another chance to purchase a building. This continues in player order until all buildings are purchased or everyone, in order, passes.

A player who passes may still purchase at a later time if he is able, when player order returns back to that player. However, once all players have passed, in order, the opportunity to purchase buildings ends and any remaining buildings are discarded. These buildings will not be available later for purchase. They are removed from the game.

All players place any Factory and Business cards purchased in front of them on their reference sheet. There are five spaces available for buildings, in any combination of Factories or Businesses. Players may not have more than 5 buildings in front of them, though they may have fewer. A player can not purchase a building if there is no space to place it. Each building starts with a single card, but may grow to be a stack of cards as the game progresses.

When placing a new Factory or Business card, it must be placed either directly on the reference sheet (starting a new building) or on top of another previously placed card of a lower level. Thus, a Level 1 card can only be placed on the ground floor (the reference sheet), starting a new building, and not on top of another Level 1, 2, or 3 card. A Level 2 card may be placed on the ground floor or on top of a previously placed Level 1 card, but not on top of another Level 2 or 3 card. Level 3 cards may be built at ground level or over another Level 1 or 2 card, but may not be built over a previously placed Level 3 card.

A Business may be built on top of a Factory, and vice versa (i.e. a building does not need to be all Factory or all Business cards). A card which is covered can no longer be used (but is still worth VP). If a building has a Building Upgrade chit on it (see Building Upgrades above), the chit stays on the stack and becomes a part of the card just placed. A building stack can only have at most one Building Upgrade chit on it.

2. Place Workers

Starting with the player in first position in the Turn Order and continuing in turn order, each player places one worker on any available space. Doing so, each player will place one worker before the first player places his or her next worker. Continue in this manner until each player has placed all of his or her available workers.

You may place your worker on:

  • A Factory that you OR an opponent owns. Only one worker may be placed on any given Factory. A player whose Factory is used by another player immediately earns 1 victory point, plus 1 additional victory point if there is a Building Upgrade chit on that Factory. You do not earn victory points for placing a worker on your own Factory.
  • A Business that you OR an opponent owns. A Business can have any number of workers, from any number of players. (For example, a Business might end with 1 blue and 2 green workers.) A player whose Business is used by another player immediately earns 1 victory point, plus 1 additional victory point if there is a Building Upgrade chit on that Business, for each opponent worker placed. (In the above example, if blue owned the Business and there was no Building Upgrade chit, he would earn 2 victory points, one for each green worker placed there.) You do not earn victory points for placing a worker on your own Business.
  • Any available space on the game board. Only 1 worker may be placed on any space on the game board, indicated by an outline, with the exception of the Train Worker area (see below).

The spaces on the game board work as follows.

  • Wood / Stone / Brick / Money: Take the goods currently on this space.

  • Union Bribe: Place your worker on this space to immediately place another of your workers on a Factory (yours or an opponent's) that an opponent occupies. You may not place the worker on a Factory that you already occupy. If you place the worker on another player's Factory, that player receives victory points as normal (see above).

  • Temp Factory/Business Boost: Receive a temporary boost, as if you had a Building Upgrade (see Building Upgrades), for this turn only. The temporary boost applies to one building of your choice on which you have a worker, even if the building is not yours. The temporary boost applies only to you (the player who places a worker on these spaces), even if other workers are also on the building chosen. The temporary boost and Building Upgrade can be combined.

Example: Dylan places a worker on a Factory that produces 1 Stone and 1 Brick, and has a Building Upgrade on it. He also places a worker on the Temp Factory Boost space. He can receive 3 Stone and 1 Brick, 1 Stone and 3 Brick, or 2 Stone and 2 Brick.

  • Buy Goods: Pay $3K to the bank to get any 2 goods of your choice from the Warehouse. These goods do not need to be the same.

  • Buy Corporate Strategy: Only one Corporate Strategy card can be purchased per turn. The first Corporate Strategy card bought (not counting the one received at the beginning of the game) costs $2K and 1 of any Basic good (Wood, Stone, or Brick). The second card costs $4K plus 1 Basic and 1 Intermediate good. The third card costs $7K plus 1 Basic, 1 Intermediate, and 1 Advanced good. Pay the cost and take the top 3 Corporate Strategy cards. Pick one to keep and place the other two cards face down at the bottom of the deck in any order. A player may not buy more than 3 Corporate Strategy cards per game.

  • During phase 3C (after receiving goods and using Businesses), take a Building Upgrade chit (see Building Upgrades) and place it on one of your buildings of the appropriate type. The topmost card determines the type. Only one Building Upgrade chit can be on any building (stack of cards). Score 1 VP on the scoring track when placing the Building Upgrade.

Tip: Advanced players may want to receive goods from Factories and Goods spaces as soon as a worker is placed, to shorten the play time. Using Businesses may also be resolved simultaneously, but players should not retrieve their workers until all players have had their turn. This is so that players know how many workers are on a Business, and thus how many sets of goods they can sell (see below).

3. Resolve Worker Placement

After all workers are placed in phase 2, proceed with phase 3, resolving steps A through C in order, for all players. When you resolve a worker's action, place the worker on its side. This is to keep track of what goods were produced that round, or how many workers were on a business.

A. Receive Resources from Factories and Goods Area on Board

There is no limit to the amount of goods you can hold. Goods can be held for future turns.

If your worker is placed on a Factory, you receive all goods that Factory produces. If your worker is placed on a Goods space, you receive all goods or money on that space.

B. Use Businesses and Services Area on Board

If your worker is placed on a Business, you may sell one set of goods for each worker (yours and opponents) that is on that card. Each set is sold separately. Take money for goods sold from the bank. Keep track of victory points (VP) from goods sold on the scoring track.

Example: John has 1 worker on a Business that allows selling 1 Wood for $3K. If this was the only worker on that card, he could sell 1 wood for $3K.

Example: Marie and Scott each have 1 worker on a Business that allows selling 1 Wood for $3K, making 2 workers total on this Business. Both Marie and Scott could sell up to 2 Wood each, earning $6K each if they did. If Scott only had 1 Wood he wanted to sell, he could still sell it for $3K; He does not have to sell 2 sets of Wood.

Example: Nancy places 2 workers on a Business that allows for selling 1 Stone and 1 Brick for $3K or 3 VP, making 2 workers total on this Business. Nancy could sell up to 2 sets of 1 Stone and 1 Brick, and earn either $6K, 6 VP, or $3K and 3 VP for doing so.

C. Receive Items for Next Turn from Advances Row of Board

A player who placed a worker in the Temp Worker space may now take the Temp Worker.

A player who placed a worker in either of the Building Upgrade spaces may now take a Building Upgrade chit and place it on the appropriate type of building that they own (Factory or Business), which does not already have a Building Upgrade on it.

4. Upkeep

At the end of years 1923, 1925, and 1927, building upkeep is due, as indicated by the "$" beneath these years on the board. Total the upkeep due for all of your buildings, and pay that amount to the bank. Upkeep is located on the upper right hand area of each building card. Only cards on the top of each building stack are counted towards the total amount of upkeep due; cards underneath other cards do not count towards upkeep. If a player cannot pay the total upkeep, he or she must take Loans to cover the difference (see Loans below).

5. Cleanup and Maintenance

Shift the player order as shown on the board. The player who was first this turn is now last. The player who was 2nd is now 1st, and so on. Once shifted, if a player placed a worker on a Player Order space (see above), he or she now moves to the appropriate place in the Player Order, bumping others back.

Example: During phase 2, purple had placed a worker in the 1 position. Yellow, currently 3rd and not wanting to be bumped back, placed a worker in the 2 spot (fig. 1). During phase 5, red will go to the end of the queue (fig. 2). Then, the purple and yellow players will jump the line, pushing the other players back (fig. 3), resulting in the Player Order shown in fig. 4.

All players retrieve all their workers, except for workers in the first spot in the Train Worker area.

All workers in the second spot in the Train Worker area are retrieved, along with one additional worker, after paying $2K to the bank to hire the additional worker. If a player cannot afford to hire the additional worker, he or she must take a Loan to cover the cost (see below).

All workers in the first spot of the Train Worker area advance to the second spot.

On the game board, place 1 additional Wood, Stone, Brick, and $1K on the appropriate Goods areas. An additional one of each of these goods is added to these areas every turn, and may accumulate.

At the end of the turn, move the Turn Indicator to the next year on the board.

Loans

If at any time a player can not pay for something (upkeep, purchasing a building, trained worker), that player must take Loan chits until he or she can afford the cost. Each Loan is for $3K. At any time during the game before phase 5 in turn 7, a player may pay off a Loan to the bank for a cost of $5K, and return a Loan chit to the bank. If a player does not or can not pay back all Loans by the end of the last turn, that player subtracts 5 victory points from his or her score for each Loan chit he or she has.

No Trading

Trading with other players is not allowed in this game. You may not trade, buy, or sell goods, money, or loans to or from other players.

End of the Game

The game ends after upkeep is paid after the 7th turn. Players then reveal their Corporate Strategy cards, and add points for any conditions met. Any extra goods (not traded as part of a Corporate Strategy card) should be traded to the Warehouse at a ratio of 3 goods for 1 VP. Any leftover money should be traded at a ratio of $5K for 1 VP.

All Loans must be paid back. Any outstanding Loans are worth -5 VP each.

The player with the most VP wins! In case of a tie, the tied player with the most money wins. If still tied, the tied player with the most building cards wins.

Factory/Business R&D:
  • Temp Worker: During phase 3C (after receiving goods and using Businesses), take the Temporary worker and put him into your supply for use during the next turn. At the end of the next turn, return him to this space. If another player is on this space at the end of the next turn, hand the Temporary worker to that player.

  • Player Order: Place a worker here to change your position in the player order. The first worker placed will go under the 1 spot, the second will go under the 2 spot, etc. The player who is first this turn may not place a worker here. During phase 5, after rotating the Player Order, move the cubes for any players here to their correct positions, shifting all other players back one (see fig. 1-4, under Cleanup and Maintenance).

  • Train Worker: Place a worker here to train an additional worker and add him to your supply. It takes 2 turns to train a new worker, and the worker placed stays on the board for both turns. At the end of the second turn for this worker, during phase 5, pay $2K for the new worker. Place both the worker on this space and an additional worker from your reserves in front of you for use in the future. Any number of players can use this area at the same time. Only one worker per player can occupy this space.
