A revolt (internal conflict) comes from placing a leader into a kingdom that already holds a same-colour leader, and is decided by temples. A war (external conflict) comes from a tile uniting two kingdoms whose leaders share a colour, and is decided by tiles of that colour. A leader can only cause revolts; a tile can only cause wars.
