Can a conflict be repeated in the same turn after losing?
The rulebook does not address repeating a conflict, but several forum answers agree it is allowed.

Yes. The loser's leader returns to its owner and can be placed again with your next action, which may restart a revolt. Nothing forbids it, but it costs your other action and committed tiles are already gone.
