When can a civilization building be moved to another line?

Only when you complete a different line that is longer than the one it currently sits on (longer than both, if it is on a crossing). Lengthening its own line does not qualify, and orientation is irrelevant. Whether a two-tile line could qualify is not settled; the rulebook's three-tile minimum says no.
