Rules do not come out in letter order, and some stickers are on postcards rather than in the boxes. Players report the trackbed rules on Postcards 16, 17 and 18, and the big city stickers on Postcards 20 and 21 (with the related rule on Postcard 19). Check the postcards you have been told to collect.
