How do white cards work under the Reeves Rails Restructures event?

Question

Accepted Answer

While it is current, white train cards act as locomotives when you play them, including for claim effects like the robber (designer). Players report that this does not apply when drawing: taking a face-up white card is an ordinary draw, so you still get a second card, and you can take two of them.
