The player holding the caboose card (last place) must choose one event from the event discard pile and retire it publicly. The designer says the intent is that you retire one every game, and the rulebook says nothing is retired only if the discard pile is empty. Players report that the reshuffle event (A New Horizon) cannot be retired.
