What if there are not enough tickets for the Dispatcher at setup?

There is no official rule. The designer first suggested dealing the normal tickets as evenly as possible and then letting the Dispatcher take his extra two (or one), and later, explicitly unofficially, suggested letting that player swap the Dispatcher for another employee or draw the missing tickets from the discards.
