The first company town sticker can go anywhere on the whole board, not just one regional board. A large-city sticker cannot go on a company town, and a company town sticker normally cannot cover a large city, though a postcard can allow it, after which the city is no longer large. Players also report that large-city stickers cannot go over a city that has a player sticker.
