When do I read an epoch card and when a story card at setup?
The rulebook states this directly.

Check the top epoch card: if any player has that goal, read the epoch card (and its associated cards in order). If no one does, read a random story card of the color shown on the epoch card (yellow early on). Story cards are read at the start of the game, not the end.
