Does the last player to complete an epoch get an extra seal?

Yes — the player who is last to complete the epoch gets 1 seal in addition to their tower piece, which is separate from the missed-goal seals. When several finish in one game, the tie-break order decides who is last (the loser). Some groups give a seal to every player finishing in the same game; the rulebook wording favors the single last player.
