When are green, red and blue story cards read, and how are decks ordered?

At setup read the green card if its condition is met. At game end check the red card. Blue cards are read only when a card or sticker names them; courier cards when a white worker is drawn. Blue, red and green cards keep numeric order; the rest are shuffled.
