The Gallerist
Can I promote an Artist who is already at the top promotion level?
The designer answered no, and the rulebook says the action can't be taken if no token of the new level is available.

No. Promotion needs a higher-level token to place, so once an Artist has the top (level 5) token it cannot be promoted again. Reaching level 5 is not the same as becoming a Celebrity, which depends on Fame.
