Can I move to a Location and choose not to take one of its actions?
The designer ruled you may skip only when no space allows any action, and the rulebook says you must select an action.
No. After moving you must take one of the Location's two actions. The only exception is when no action at any Location is possible for you, which the designer calls very rare (for example three unfulfilled contracts, nothing to buy or discover, and nothing to hire). In that case you still move your Gallerist and simply pass, after any Executive Action you want.
