Can I spend Influence for money even if I have cash, and can it cover the whole cost?
The designer said Influence can be spent for money whenever money is needed, even if you hold cash.
Yes to both. Whenever you must pay money you can lower your Influence instead of (or as well as) using cash, and keep your own money. You can even bring a cost down to 0. It's usually a poor trade because Influence scores at the end.
