Can I hire more Assistants than I have empty desks?
The designer ruled you can't hire without desks, and the rulebook says hires move to empty desks.

No. You can hire only as many as fit in your office (4 desks). You cannot hire extra Assistants just to collect the hiring bonus. If a bonus offers a free Assistant while your office is full, the designer believed you do not receive one, though he was not fully certain.
