Can a Fame bonus go to any Artist, and can it be split between Artists?

It can go to any discovered Artist, not just ones you own Works from, including one you just discovered, but all of it goes to one Artist; you cannot split the increase. The Improving Fame bonus raises one Artist of your choice by the number of Collectors in your Gallery, and you can add Influence on top.
