When a side quest Marauder with Rally is defeated, does Rally still trigger and what enemy does it spawn?

Yes, Rally still triggers. Unless an effect says otherwise, it spawns a random enemy one tier below the one just defeated. The defeated unit goes on the side quest card, and keywords are recorded in the campaign journal.
