How do I build the encounter and delve decks for each province?
Several experienced players agree; there is no official ruling.

For each overland deck (Peaceful and Conflict), shuffle the 10 general cards of that type, draw 4, and shuffle them with the province's 8 cards of that type. For the delve deck, remove the province's special cards marked SP, then shuffle the rest of the province delve cards with all the general delve cards. Sort cards by the code on the front rather than by card back.
