Can Power Surge or Fleet Phantom, which have no timing text, be used outside battle?
Abilities that make sense outside battle can be used there, so Power Surge works on the overland map. Abilities using battle terms like target, range, enemy, turn, or round cannot, so Fleet Phantom cannot move the party on the overland map.
