Can I explore a delve tile for free when I move onto an exploration hex, or only at the start of my turn?

Yes. Moving onto an exploration hex lets you explore the next tile immediately or wait until the start of your next turn, and you can keep exploring hex to hex as you move. Only the separate explore action, used without standing on an exploration hex, rules out moving that turn.
