Can a Volley die damage an adjacent enemy while my engage targets a non-adjacent enemy?

Yes. Volley does not use the Target keyword, so it resolves against an adjacent enemy even when your engage target is two or more hexes away. Dice that do say they hit adjacent enemies still need to be used on adjacent units.
