When can I use the Think action on Hope Reborn cards to improve my Destiny?

Any time an action may be taken: during a scenario, the introduction, an epilogue, or while reading the threat booklet, though not in the middle of another action. It's not limited to the Citadel, and you can use a building you've just bought in the same Preparation.
