When can I play a Skill card, and do its effects apply at any step?
Posters give this reading, a reply from the Serious Poulp staff account (not tagged as publisher in our records); there's no official ruling or rulebook text that settles it, and some posters disagree.

Skill cards with no timing restriction can be played whenever an action is legal. Effects tied to a particular step (discarding at Gear up or in Consequence, star effects in 3C) apply only then. Players disagree on whether cards must be attached to the action in 3C; a Serious Poulp staff reply says they can be played at any step.
