Where do the flags come from for a "draw fewer cards if you have a flag" effect, since I haven't drawn yet?

They must come from something usable before the draw: icons on Purse cards selected at Gear up, a Skill card in hand that produces a wild icon (such as Fortitude or Jack of all trades), or companions or items that supply a flag. Icons on the cards you are about to draw can't be used.
