Must I take card 077 to end a scenario, or can I just return to the Citadel card 075?

Use card 077. Card 075 stands outside the Citadel; its Observe action gives you 077, whose Visit action enters the Citadel, triggers the epilogue and tells you to discard the board. Reaching 075 alone doesn't end the scenario, and you only read the epilogue when a card tells you to.
