Can I discard a Purse card, like Taja or a weakness, at any time?
The rulebook's "Discard / give" section covers this.

Yes if it has no Lock icon, even when it is blocked; the discarded card goes into the Past, so Taja cannot be found again until it is returned. A card with a Lock icon cannot be discarded or given away voluntarily.
