Can a character who is involved in an action but isn't the active player use cards or help?

No — only the active player draws, selects Purse cards and applies Skill cards from hand. An involved character can contribute only when a card explicitly says it works while you are not the active player (the starting Fortitude card is the usual example). Involvement mostly matters because the involved characters share the consequences when the action names them, and because a mandatory action forces everyone on the tile in.
