Can a character who has already passed still join a Party Action or take actions?
Unclear. Some players read the rules as letting a passed character still join other players' Party Actions, since passing only ends their own actions, while others say passing means no more actions at all. A character at 0 Energy who has not passed can still join and have others pay. A passed character takes no Actions of their own that day.
