Several players agree on how the Chapter I setup card uses them; the rulebook only mentions the special card.

Place them on top of the Encounter decks only when you set up Chapter 1 of your first game, as the Chapter I setup card directs. They are not shuffled in beforehand, and later campaigns can treat them as an optional easier start.
