How does a dice-roll (Items for dice) Civilization card work?
Several experienced players agree; no official ruling.

Roll one die per player. Starting with the player who bought the card and going clockwise, each player takes one die and its reward. Only the buyer pays the card cost; the others get their items free. Tools cannot modify these rolls.
