How many tools can I have?
The tool maker rules describe the upgrade order that caps tools at 12 total value.

You hold at most three Tool tiles on your board, and they upgrade in turn up to a total value of 12 (three level-4 tools). The first to third tools are new level 1 tiles; later ones replace tiles with higher levels. Single-use tools from Civilization cards are separate and are not stored on the board.
