Can I use food to pay for a Civilization card or Building tile?
The rulebook says food is not a resource and cannot buy cards or buildings.

No. Food is not a resource, so only wood, brick, stone and gold pay. The conversion works only the other way: at feeding time you may pay a missing food with a resource.
