Can I place a figure on a location I cannot use or afford, just to block others?
The rulebook says that if you cannot or do not want to pay, you take back your figure.

Yes. Placing needs no resources, and buying is optional when the action resolves. If you cannot or will not pay for a Civilization card or Building tile, the figure returns to your board and the card or tile stays. Players also use this to block a card or building they do not intend to buy.
