How is the Twin Shadows mini campaign structured, and do I need Biv or Saska?
It has six missions, four of which form the campaign, and uses no side or agenda missions. The missions are generic: Biv and Saska aren't required, though some rewards differ if they are in the group (an if/else reward, with a fixed credit amount per hero otherwise). The time period doesn't matter for building the agenda deck because all agenda missions are discarded.
