Mission rules first. In a campaign then the Imperial player, then the Rebels; in a skirmish the player with initiative, then the opponent; during an attack the attacker's effects, then the defender's. A player orders his own simultaneous effects, and an optional effect you pass on cannot be reconsidered until the next trigger.
