Can Saska's Gadgeteer add a modification to a weapon with no modification bars?
Yes, according to a developer reply relayed in the thread: Gadgeteer provides one extra modification slot even for a weapon with no bars. The Item rule that weapons without bars take no modifications was read as overridden by the card, and earlier forum reasoning to the contrary was superseded. The relay is second-hand, not a designer post.
