Can a defeated figure be reinforced when none of its group is left?
The official Rules Reference Guide states this.

No. Reinforcing places one figure from a group at its reinforcement cost, but only if at least one other figure of that group is still on the map and the group is below its limit. If the last one is defeated, the card returns to the Imperial hand for an optional deployment instead.
