Any non-Rebel Deployment cards not already used as initial or reserved groups, but never unique cards (bullet before the name) until they have been earned as a mission reward. Cards not in initial, reserved or open groups go back in the box for that mission. Reserved groups cannot be bought with threat; only mission events deploy them.
